Washington, D.C., February 20, 1906. Blue paper Seal of the Department of the Navy at lower center. Patriotic naval vignettes at top center and across the bottom. Appointment of Carlos A. Gardiner “as a Lieutenant, junior grade, in the Navy.” In 1908, Lieutenant Carlos A. Gardiner, while serving on the U.S.S. St. Louis, filed a patent for an improvement in a dress fastener which would be easy to open in areas not readily accessible to the hands of the wearer. Charles J.
