Description

Washington, D.C., February 20, 1906. Blue paper Seal of the Department of the Navy at lower center. Patriotic naval vignettes at top center and across the bottom. Appointment of Carlos A. Gardiner “as a Lieutenant, junior grade, in the Navy.” In 1908, Lieutenant Carlos A. Gardiner, while serving on the U.S.S. St. Louis, filed a patent for an improvement in a dress fastener which would be easy to open in areas not readily accessible to the hands of the wearer. Charles J. Bonaparte (1851-1921), grandson of Jérôme, King of Westphalia (brother of Emperor Napoléon), served as President Theodore Roosevelt's Secretary of the Navy (1905-1906) and Attorney General (1906-1909). During his tenure as the Attorney General, in 1908, Bonaparte created the Bureau of Investigation which was renamed the Federal Bureau of Investigation in 1935.
