Description

Executive Mansion, Washington, D.C., June 5, 1889. Removal of Charles B. Howry, Oxford, Mississippi, as U.S. Attorney. Filled out in manuscript. Active in politics as a Democrat, Charles Bowen Howry (1844-1928) was appointed U.S. Attorney for the Northern District of Mississippi in 1885 by fellow Democrat, President Grover Cleveland. Four years later, by the letter here offered, Republican President Benjamin Harrison writes Charles B. Howry, “You are hereby removed from the Office of Attorney of the United States for the Northern District of Mississippi to take effect upon the appointment of your successor.” Defeating Harrison at the next election, President Cleveland appointed Howry as Assistant U.S. Attorney General in 1893. Shortly before leaving office in 1897, Cleveland nominated Charles B. Howry to a seat on the U.S. Court of Claims, a lifetime appointment. Howry retired in 1915.
