NY and PA. Large format, The firm has locations listed "No.47 Sansom St., Philadelphia and No.14 Wall Street, NY". Black on thin white india type of paper, large medallion cameo in middle surrounded by dozens of allegorical figures including sailing ships, cameos, counterfoils and numerals and counters, Quarter folded, appears VF but one vignette has been cut out of the top left area that could easily be replaced, still very rare and desirable even with one vignette missing. DUBS.
